In the great Kingdom of Justice, the Wise Rule-Makers were once trusted by everyone. They wrote the laws that kept peace in the land, and the people believed in their fairness.
But one day, a shadow of doubt fell across the kingdom. A young boy named Adil began to hear whispers—rumors that the rules were not always fair anymore. The thought troubled him deeply, and soon others began to worry too.
The good King noticed the unease spreading among his people. Wanting to restore trust and harmony, he created a new group called the Guardians of Fairness. Their leader was a kind yet determined woman named Penjaga, whose special duty was to watch over the Rule-Makers and ensure that their work remained honorable and just.
To show how important this new group was, the King wrote their rules in the Great Book of Laws—right on the very next page after the rules for the Rule-Makers.
This decision puzzled many. Scholars and wise leaders, including one of the Rule-Makers named Hakim, scratched their heads in confusion.
“The Guardians are helpers,” they argued. “Their rules belong in a separate Helper’s Handbook, not in the Great Book of Laws beside the main powers of the kingdom!”
At first, the Guardians and the Rule-Makers struggled to get along. Penjaga would often raise her silver magnifying glass to inspect the Rule-Makers’ decisions, looking closely for mistakes. Hakim and his colleagues felt as though she was always watching over their shoulders, and it made them grumble.
Their biggest quarrels were sometimes about small errors. Once, Hakim accidentally wrote that a task must be done in 14 days instead of 180.
“It was just a slip of the pen!” Hakim protested.
“But even a small mistake,” Penjaga replied gently, “can lead to great unfairness.”
The arguments went on for many seasons. The power of the Guardians seemed to change with the wind—one day the High Council declared that their magnifying glass should be larger, giving them more power to see; the next day, they decided it should be smaller, taking that power away.
Yet not all was discord. After many long debates, Penjaga and Hakim began to understand each other. They realized that, deep down, they both wanted the same thing: a fair and trustworthy kingdom. Together, they wrote the Pact of Honor, a list of promises that would help the Guardians and the Rule-Makers work together as partners rather than rivals.
From the town square, young Adil watched as Penjaga and Hakim shook hands. A smile spread across his face. At last, he understood—the problem was never that the Rule-Makers or the Guardians were bad. The problem was that their duties were written in confusing rules.
So the King and his advisors gathered once more and agreed on a clear solution: the Guardians of Fairness needed their own special rulebook. With their roles and responsibilities clearly written down, the Guardians and the Rule-Makers could finally work together in harmony—making the Kingdom of Justice the fairest and most trusted land in all the world.
